تیس، چالیس یونٹس صرف کرنے پر بوگس بلات کی مد ہزاروں کا بل ادا کرتی ہے_ محکمہ برقیات کیا کرتا ہے؟؟ اس کے اہلکار کس مرض کی دوا ہیں؟؟ ہسپتالوں میں عوام کے ہی ٹیکس سے فراہم کی جانے والی دوائیاں ڈاکٹر باہر فروخت کرتے ہیں_ ہسپتالوں میں دوائی اور صفائی کا ناقص انتظام، عملے اور ڈاکٹرز کا مریضوں کے ساتھ ناروا سلوک، آپریشن اور دیگر ٹیسٹ کے نام پر کئ گنا رقم وصولی تو پھر خدمت کہاں گئ اور کہاں گیا ہمارے ٹیکس کا پیسہ؟؟ تعلیمی ادارے کرپشن، سفارش، میرٹ پامالی اور پیسہ کمانے کے گڑھ بن گۓ ہیں_ آخر رھبر کدھر سے آئیں گے؟؟ اور نونہالوں کا کیا بنے گا؟؟ تھانے اور کچہریاں رشوت اور بدعنوانی کے اڈے بن چکے ہیں_ قتل، ڈکیتی اور ریپ کے ملزم کے خلاف ایف آئی آر درج کرانی ہو تو صحافیوں کی دھائی، شورشرابے اور گھیراؤ سے کام چلتا ہے_ جبکہ کسی زاتی یا سیاسی انتقام کی وجہ سے کسی بےگناہ کو پھنسانا ہو تو دس ہزار رشوت سے کام چل جاتا ہے_ زاھد بکر کا سر پھاڑتا ہے تو پندرہ، بیس ہزار خرچ کرکے انصاف کیلۓ پولیس لاتا ہے_ اور گاؤں کا پنچائتی مگر قانونی نظام زاھد سے سزا کے طور پر پندرہ یا بیس ہزار ہی دلواتا ہے یا کچھ زیادہ,, جس میں سے تھوڑا حصہ بکر کو ملتا ہے باقی پولیس لے جاتی ہے_ جس نے سر پھاڑا تھا' اس نے بیس ہزار جرمانہ ادا کر دیا ہے اور جس کا پھٹا تھا اور پندرہ ہزار تک خرچ کر کے پولیس بھی لائی تھی' اسے چند سو ملا ہے_ باقی پولیس لے گئ تو پھر آزالہ یا انصاف کیا ہوا؟؟ اور اگر غلطی سے کورٹ کچہری چلے جاتے تو پھر مزید لڑائیاں، خاندان تباہ اور رنجشیں_ اور انصاف مانگنے والا خود ان حالات کے پھندے پر لٹک جاتا___ مولوی مسجد کا چندہ کھا جاتا ہے_ دودھ کیمکل والا، مرچی، چاول حتی کہ مشروبات تک ملاوٹ سے تیار ہوتے ہیں_ اور ان میں ملوث فرد حکام کو اس جرم کے ارتکاب کی اجازت کے لیۓ باقاعدہ کمیشن دیتا ہے اور ڈاکٹر شفاء کو مدنظر رکھنے کے بجاۓ کمیشن کو مدنظر رکھ کر مریض کیلۓ دوائی لکھتا ہے تاکہ زیادہ بک سکے_ آخر حکام کیا کرتے ہیں؟ ان کی زمہ داری کیا ہے اور تنخواہ کس چیز کی لیتے ہیں؟ جو قوم کے نوکر ہیں یہاں وہی اس کے ابو بن کے بیٹھے ہیں_ کیا یہ تکلیف دہ امر نہیں ہے کہ شناختی کارڈ جو کسی ملک کے شہری کی پہلی شناخت اور حق ہوتا ہے ہمارے ملک میں عوام کی اکثریت اس کے حصول میں کس قدر رسوائی اور تکلیف سے ماری ماری پھرتی ہے_ آخر اداروں تک اور حقوق تک ازخود رسائی اور ان کو مہیا کرنے کا کام کس کے زمہ ہے؟ کہتے ہیں کہ اداروں کو آپنا آپنا کام کرنا چاہیۓ_ یاد رکھیۓ کہ میں کہتا ہوں کہ اداروں کو ایک دوسرے سے مل کر کام کرنا چاہیۓ_ آپنی آپنی حدود میں رہ کر آپنے فرائض سرانجام دیتے ہوۓ اچھے روابط، بہتری، بہتر کارکردگی اور بہتر خدمت کیلۓ ایک چین کی صورت میں کام کرنا چاہیۓ اور عوام کو بہرصورت اس چین کا حصہ بنانا چاہیۓ_ </span><br /> موٹرسائیکل میں ساتھ بہن بیٹھی ہو تو شاید نکاح نامہ طلب کرنے لگ جائیں اور اسی شہر کی گلی کی نکٹر پر چلے جائیں تو کسی طوائف کے گھر، عیاشی کے اڈے یا مجرے والی جگہ کے باہر ہمارے ہی ٹیکس پر پلنے والا اور ہماری ہی خدمت کے نام پر وردی کا اعزاز سجانے والا کوئی ایک پولیس والا دلال کی پشت پر کھڑا اس سے دن بھر کی کمائی سے آپنا حصہ مانگ رہا ہوتا ہے_ آپ لاہور، فیصل آباد، کراچی اور پنڈی میں جگہ جگہ یہ دیکھ سکتے ہیں_ کیا حکام آندھے ہیں؟؟ ایک ایسا لڑکا ملا ہے جس نے ایک سال کی مدت میں چھے چھے ماہ کی مدت کا ڈپلومہ کیا ہے_ اور پیپر بھی دیۓ ہیں لیکن دو سال سے اس سمیت سینکڑوں بچوں کو ڈپلومے تک جاری نہ ہو سکے ہیں_ جب کے اس کے برعکس بیس، تیس ہزار تھما کر کئ دوسرے گھر بیٹھے بیٹھے ریوڑیوں کی طرح ڈپلومے حاصل کر چکے ہیں_ اب وہ احتجاج کریں، پریس کانفرنسز کریں یا کورٹ جائیں_ آخر حکام کا کیا کام ہے؟ کوئی نگران تو ہوگا؟ نبی پاک صلی اللہ علیہ وآلہہ وسلم کا ارشاد پاک ہے کہ جب جانور کو بھی زبح کرو تو اس پر احسان کرو_ پوچھا گیا زبح کرتے وقت احسان سے مراد؟ فرمایا ! چھری کو خوب تیز کر لیا کرو تاکہ اسے تکلیف کا احساس کم ہو_ ہمارا انسانوں کو ستانا خوب مشغلہ ہے_ خاص کر عوام کو ستانا اداروں کا پسندیدہ ترین مشغلہ ہے تو پھر احسان کون کرے گا؟ آپ پاکستان میں موبائل کمپنیز کی لوٹ مار دیکھیں_ خفیہ چارجز، کال ٹیکس، مس کال ٹیکس_ کیا آخر کوئی بھی سوموٹو لینے والا نہیں بچا ہے؟ دس سال قبل ایک ڈرائیور، مستری یا مزدور محض ایک سو پر دیہاڑی لگاتے تھے اور پورے گھر کا نظام گوشت، سبزی، دوائی اور بچوں کی پڑھائی اس سے ہوتی تھی مگر آجکل تین سے چار سو تک کال یا نیٹ پیکجز کے نام پر خفیہ چارج کرکے کمپنیاں ہم کو لوٹ لیتی ہیں_ چاہے ہم نے بیلنس استعمال کیا ہے یا نہیں کیا ہے_ اس کا زمہ دار کون ہے؟ ظاہر ہے حکام ہیں_ کتے کا گوشت، گدھے کا گوشت اور غرض کیا کیا عوام کو کھلایا جا رہا ہے_ وجہ صاف ظاہر ہے کہ یہ آفیسران بڑے بڑے توند نکالے ان عوام کے ٹیکس پر پلنے والے اس حوالے چیک یا نگرانی ہی نہیں کرتے ہیں_ زمہ دار تو یہی ہیں_پچھلے دنوں آئی ایس آئی اور دیگر سکیورٹی ایکسپرٹ نے ملک دشمنوں کے پاکستان کیخلاف تین ملٹری ڈاکٹرائن کولڈسٹارٹ وار ڈاکٹرائن، بارک اوبامہ ایڈمنسٹریشن وار ڈاکٹرائن اور ایک عدر اور ملٹری ڈاکٹرائن کے علاوہ سوشل میڈیا اور زہن سازی یا برین واشنگ کے زریعے پاکستان کو نقصان پہنچانے کے ڈاکٹرائن کا بتایا ہے_ ایک جوہری طاقت پر براۂ راست کون حملہ کر سکتا ہے چنانچہ وہ آپ کو آپس میں لڑا کر مرواۓ گا اور خود آپ سے آپ کا نقصان کراۓ گا_ لیکن میں تمام ڈاکٹرائن جن سے پاکستان کو کوئی خطرہ نہیں ہے, ان سے سب سے طاقتور اور خطرناک ڈاکٹرائن کی نشاندھی کروں گا اور وہ ہے حکام اور اداروں کی کرپشن اور بدمعاشی__ جی ہاں_ اور شاید میں یہ بات کہنے میں حق بجانب بھی ہوں کہ پاکستان میں گلی کوچوں کے غنڈوں سے زیادہ ادارے بدمعاشی کرتے ہیں اور زیادہ بےاصول ہوتے ہیں_ مسلم امہ کے کئ ممالک کی تباہی کا بڑا مسئلہ یہی فیکٹر تھا_ لیڈر، حکمران اور حکام جو ان عوام کیلۓ رول ماڈل رہبر یا نگران ہوتے ہیں_ انہوں نے ہی ان سے عزت و مراعات پائیں اور بدلے میں جھوٹ بولا، گمراہ کیا، لوٹا، استحصال کیا اور ان پر جبری قابض ہوۓ_ آپنوں کے ھاتھوں مسلسل زیادتی، حقوق کی پامالی کا شکار لوگوں نے آخر تنگ آکر ان کیخلاف سر اٹھایا_ اس کی ایک گاؤں اور اس ایک ظالم نمبردار اور ایک ملک اور اس کے ظالم حکمران سے لے کر بہت سی مثالیں ہیں_ کتنا دکھ دہ پہلو ہے کہ ایک انتہائی غریب سگریٹ یا نسوار کھانے والا ملک کی جی ڈی پی میں ان کو خریدتے وقت ٹیکس ادا کرکے آپنا حصہ ڈالتا ہے جب کہ عربوں کھربوں کے مالک اسمبلی میں ان کے حقوق کے نام پر بیٹھے منرل واٹر تک ان کے نام کا پیتےہیں_ میری بات کو سمجھنے کیلۓ قومی اسمبلی کے غریب وزیروں' مشیروں کیلۓ بنی کنٹین دیکھۓ جس کا خرچ عوامی ٹیکس سے بھرا جاتا ہے اور پانچ روپے کی چیز 1 روپے تک ان کیلۓ مختص ہے_ جب کہ میں آپنا کوٹلی ڈسٹرکٹ ہسپتال دیکھتا ہوں جہاں فرضی پارکنگ کے نام پر تیس سے پچاس تک جگا ٹیکس وصول کیا جاتا ہے_ آخر زمہ دار کون ہے؟ کیا آپ دیکھتے نہیں ہیں کہ سڑک کے بھی مقام پر ایک ٹریفک اہلکار رکشے یا موٹرسائیکل سوار کو روک کر سو یا دو سو روپے کس اتھارٹی کی بناء پر لیتا ہے، کیا رسید جاری کرتے ہیں یا یہ رقم قومی خزانہ میں جمع کراتے ہیں__ یہ بات قابل غور ہےکہ ہمارے سیاستدان اور قومی راہنما جو ملکی اور قومی مسئلے پر کبھی ایک نہیں ہوتےہیں' زاتی مسئلے پر کیسے اتفاق راۓ پیدا کر لیتے ہیں؟ عوام کے بہتری اور ریلیف کے نام پر قانونی اصلاحات کم جب کہ زاتی مفاد پر مبنی قانون سازی فوری کر لیتے ہیں_ مثالیں اور حقائق موجود ہیں_ آج تک ایف آئی آر کا طریقہ کار نہیں تبدیل کیا جا سکا ہے؟ عدالتی نظام میں آج تک اصلاحات نہیں لائی جا سکیں ہیں_ بنیادی طور پر ان کا کام قانون سازی کرنا ہے مگر انہوں نے قوم کو ٹوٹی، نلکا، کھمبا اور اسکیموں کے چکر میں الجھایا ہوا ہے_ اختیارات امانت ہوتے ہیں' ان کا غلط استعمال خیانت ہوتا ہے اور اس کا نتیجہ بھی کچھ نہ کچھ ہوتا ہے_ ووٹ سے پائی گئ عزت اور مرتبے اور کسی اچھے عہدے پر بیٹھ کر عوام کی خدمت کے نام پر ان کے ٹیکس سے ہزاروں کی تنخواہ لیتے, جب آپ ان کیلۓ کچھ کام یا آپنا فرض ادا نہیں کریں گے تو آپ خیانت کے مرتکب ہونگے_ اور ستم کے عہدے کے زعم میں ان سے بلیک میلنگ، استحصال یا زیادتی کا شکار بنائیں گے تب وہ بغاوت پر اتریں گے_ یاد رہے کہ جو بغاوت غیر قوموں، مخالف قوموں یا ملکوں کیخلاف ہوتی ہے وہ ثمرات والی، مقاصد کے حصول والی، دیرپا، مثالی اور قابل تعریف ہوتی ہے_ لیکن جو بغاوت کسی وجہ سے تنگ آکر آپنوں سے ہوتی ہے اس کا نتیجہ سب کی تباہی پر منتج ہوتا ہے_ حتی کہ فاعل اور مفعول کے علاوہ غیرجانبدار رہنے والے اور دیگر کئ اور بھی اس کے برے اثرات کی لپیٹ میں آتے ہیں_یاد رکھیۓ یہ کام سیاستدان نہیں کر سکتے' کیونکہ یہ سب خرابیاں ان کی سیاست کیلۓ ہیں_ جو اخلاقیات سے عاری، طاقت اور ہوس کے مارے، لالچی، کرپٹ اور اس طرح کی خرابیاں رکھتے ہیں_ یہ کام زاتی اور اجتماعی طور پر احساس کے جذبہ تحت ایک مصلح، ایک لیڈر یا اجتماعی طور پر ہمارا سارا نظام خود کرسکتا ہے_ ورنہ آئی ایس آئی حکام جان لیں کہ اب براۂ راست ایٹم بم کوئی نہیں مارتا ہے کہ خود بھی تباہ ہو جاۓ_ اب میرجعفر اور میرصادق کا زمانہ بھی نہیں رہا ہے کہ غداری کا اتنا خدشہ ہو_ اب کوئی براۂ راست حملہ بھی نہیں کرتا ہے کہ خود آپنی معیشت بھی تباہ کرے_ جب آپ خود خودکشی کرنے جا رہے ہوں تو دشمن کو کیا ضرورت ہے آپ کو مارنے کی_ آپ آپنے دشمن بنے ہوۓ ہیں_ خرابیاں دور کیجیۓ،_ اداروں سے کرپشن اور بدمعاشی کا رجحان ختم کیجیۓ_ کیونکہ حد گذرتی جا رہی ہے اور لاوہ پک چکا ہے_ بس ایک چنگاری کی دیر ہے، آگ بھڑک اٹھے گی اور سب جلا ڈالے گی_اس وقت جو ادارے ناانصافی، زیادتی سب کچھ کر رہے ہیں آخر پھٹ کر یہ قوم ردعمل دے گی_ یاد رہےکہ پاکستان کیخلاف دشمن کے تمام ملٹری ڈاکٹرائن فیل ہیں_ یہ واحد اور آخری ڈاکٹرائن ہے جو دشمن نے نہیں بلکہ ہمارا آپنا بنا اور تیار کردہ ہے اور سب سے خطرناک ہے_ یاد رکھیۓ' پاکستان کے خلاف پہلے تمام ملٹری ڈاکٹرائن اگر کامیاب ہو جائیں، یہ ٹوٹ جاۓ، مگر اس کا دم خم رہےگا،_ اس کا کردار رہےگا مگر اس وقت ملک میں جو کرپشن اور ناانصافی ہورہی ہے اگر اس کا عوامی ردعمل چل نکلا تب جو ملک کی تباہی ہوگی، یاد رکھنا اس تباہی پر نہ تو ماتم ہوگا نہ کوئی آپ پر نوحہ لکھے گا_ حکام کو اس کی اصلاح کرنی ہوگی___ یاد رہےکہ پاکستان کو اس وقت انقلاب کی ضرورت نہیں ہے بلکہ اصلاح کی ضرورت ہے_ برے حالات کو برائی کی بجاۓ ایک غلطی کے طور پر لے کر ان کی اصلاح کی جاۓ_ انقلاب غیر یا مخالف اقوام کیخلاف لاۓ جاتے ہیں_ پاکستان میں کسی بھی تبدیلی کیلۓ انقلاب کے نام پر اٹھنے والی شورش ہم سب کی کسی اور کے ہاتھوں غلامی، بربادی، ھلاکت اور ملک کو داؤ پر لگانے والی بات ہوگی_ کرپشن، انارکی، ظلم، زیادتی اور ناانصافی یہ تمام عناصر عوام میں ایک لاوے کی صورت ابال پیدا کر رہے ہیں تاکہ مجبور ہو کر عوام انقلاب کے نام پر اٹھ کھڑے ہوں اور پاکستان پر چاروں اطراف سے نظر جماۓ دشمنوں کو موقع ملے کہ اس پر حملہ کر کے اسے ہڑپ کر سکیں_ دشمن براۂ راست پر حملہ کی حالت میں نہیں ہے، نہ کر سکتا ہے بس حالات دیکھ رہا ہے کہ کب آپ آپنے آپ کو گھڑے میں گراتے ہیں اور وہ ڈھکن بند کر دیتا ہے چنانچہ سوچنا چاہیۓ کہ یہ ملک انقلاب کا متحمل نہیں ہو سکتا ہے بلکہ احساس، زمہ داری، چیک ا ینڈ بیلنس اور سے تمام اداروں کو آپنے آپنے حقوق و فرائض کے حوالے آپنی زمہ داریوں کےپابند بنانا ہوگا_ بہتری اور تبدیلی کے نام پر ہماری کوئی بھی کوشش انقلاب نہیں بلکہ انتشار یا فساد ثابت ہوگی_<span style="color: red;">
